The Kirby Crackle!

Bruce Timm, like so many artists, is a huge fan of Jack Kirby, and this was definitely the case when he was illustrating the Masters of the Universe minicomics. In this example from the minicomic "Snake Attack!" you can see one of Jack Kirby's artistic trademarks in the second panel, as indicated by the black dots of varying sizes, known in the comic industry as the "Kirby Crackle".

Another powerful and well-detailed work of art ... Very atmospheric!

The "Kirby Crackle" looks to me like the special effects used for Negator transporting himself via waves of energy, as seen in "Game Plan." I always thought that was a wickedly cool special effect! :)
